Networked Interoperable Real-time Information Services (NIRIS)

The NATO Consultation Command and Control Agency (NC3A) and NATO Programming Center (NPC) have developed an information system, under funding from SHAPE OPS, to exploit Internet technologies for the transmission and processing of (military) radar track data over a NATO-wide classified network.

The system disseminates the recognized picture, including the recognized air picture (RAP), covering maritime, ground, air tactical and theatre missile defence data to various (military) users, converts data between different formats, provides record and playback capabilities and provides specialized hardware components for security filtering and protocol matching. It is known as the Networked Interoperable Real-time Information Services (NIRIS).


So what's doing NIRIS ?

NIRIS is a nutshell : NIRIS is providing the Recognized Air Picture (RAP) to the Interim Command and Control system (ICC).


In particular, NIRIS :

  • Interfaces to TDL systems (Serial lines, IP networks, terminal outputs)
  • Packages TDL data and distributes over IP networks
  • Forwards TDL data to other formats
  • Transforms TDL data to information
  • Provides an API for C2 systems to read TDL data
  • Provides an API for C2 systems to write TDL data
  • Provides a web-services interface to TDL data
  • Records and replays TDL data

In conclusion :

  • NIRIS has transformed from system specific to service capability that contribute to NNEC;
  • NIRIS is indicated as one of the top 10 quick wins in the NNEC feasibility study;
  • R&D and experimentation efforts are essential to obtain early deliverables to the operational community with less resources (efficiency);
  • NIRIS has supported several NATO and National services and systems;
  • NIRIS has all the potentialities to become the TDL edge proxy until TDL networks will transform to Tactical Enterprise Service (fully embedded in NNEC-NII).
